Frank A. Felder, Ph.D., is an internationally recognized consultant, advisor, researcher, program director, and educator in the electric power sector focusing on markets and the energy transition. He is the former Director of the Rutgers Energy Institute and Research Professor at the Bloustein School of Planning and Public Policy, Rutgers University, New Jersey.
Frank advises clients on a wide range of electricity topics and provides professional development services. He has an active research agenda on the topics of electricity expansion planning and resource adequacy modeling. Currently he is also a Senior Visiting Research Fellow at the Oxford Institute for Energy Studies.
Frank has directed programs at an international think tank, led research and advisory teams, consulted with all parts of the electricity industry, been awarded over $25 million in grants and contracts, advised national and state governments, and served as an expert witness on highly visible litigation. He has trained over 3,000 professionals in electricity markets and energy policy in Canada, England, Egypt, Gabon, Germany, India, Israel, Kenya, Sri Lanka, and the United States. Frank is a former nuclear engineer and submarine officer for the US Navy and holds a doctorate from the Massachusetts Institute of Technology.
