Frank has testified in numerous federal and state regulatory proceedings, arbitrations, and court proceedings on retail and wholesale electricity market design, market power, and retail energy rates. He has provided litigation analysis and support in over thirty proceedings.
Frank has led electricity wholesale and retail market analyses in North America and the Middle East. He has developed and used multiple models of the power sector in generation capacity expansion planning, state energy planning, wholesale and retail price forecasting, and reliability analyses. He has published widely in academic and industry publications on these topics. Recent and ongoing projects include advising State Ratepayer Advocates on distributed energy resources in the context of FERC Order No. 2222 and energy planning as well as assessing the emission reduction benefits of a food waste to electricity facility.
Frank has developed and delivered worldwide, several 1 and 2 day courses, such as In-depth Introduction to Electricity Markets, Emerging Issues with US RTOs/ISOs, Transmission Planning in the US, Capacity Markets & Resource Adequacy with Increasing Renewables and Energy Storage, and Fundamentals of Power System Optimization. He has trained over 3,000 engineers, economists, traders, generation and transmission developers, regulators, lawyers, and other industry professionals. The courses have been delivered to ISOs, law firms, the US Department of Energy, USAID, energy service companies, independent power producers, and utilities.
